Never heard of this one, but my guess it is along the same lines as WaterWetter by Red Line. I use a similar product in the sprint car, and it does work. It is nothing more than a surfactant, which lowers the surface tension in the water (minutely), which allows for better heat transfer by making smaller air bubbles, which then increases the surface area.

Never tried it in the cat, although several people over the last few years have talked about using it.

It does not reduce the water temperature through it's use, it only changes the surface tension which should make for better heat transfer.
